IPN includes disabled people in contingency programs

People with disability are a key issue for researchers of the National Polytechnic Institute (IPN), that is why they propose strategies that include them in the contingency plans, in order to reduce the number of human losses caused by natural disasters.

Carlos Arriola Arciniega , graduated from Higher School of Mechanical and Electrical Engineering (ESIME) Zacatenco, highlighted that in the world there are 700 million people with some physical problem, auditory , cognitive Y neurological , of language or visual; however, this figure increases with the temporary disabled as pregnant , people in a cast, with some kind of wound and elderly people.

In her study, Arriola Arciniega proposes to create public policies and laws on disasters, with the participation of people with different abilities; generate statistics by type of disability and location; implement national and municipal management programs in disaster prevention, as well as train and sensitize emergency personnel.

In addition, it proposes to apply a universal design in constructions with friendly warning systems for these people, that is, visual indicators for deaf individuals would be implemented, and audio or Braille for the blind ; the personnel must be trained to attend to deaf and dumb with sign language and, of course, ramps and rails to evacuate the property in the most appropriate way.

The polytechnic researcher insisted that it is very important to establish programs or plans of the State to detect areas of poverty, since the indicators worldwide indicate that the majority of disabilities arise because of the lack of bad nutrition , diseases that are not attended to on time and due to inadequate living conditions.
