5 challenges of the IMSS as of 2013

Promoting economic growth, employment and competitiveness is the backbone of the so-called "Pact for mexico" , signed last Sunday December 2 by the president Enrique Peña Nieto . However, one of the country's main challenges, in health coverage, will be to achieve compliance with the "Universal Security System of Social Security".

Currently, according to the study "The great challenges of social security and social protection", published in the Virtual Library of the Institute of Legal Research of the UNAM , despite the creation of Popular insurance During the last administration, social security does not cover all sectors of the country, in addition to its coverage and policies of health care and assurance are still discriminatory with the bulk of the population.

There are five main difficulties that will have to overcome the Mexican Institute of Social Security (IMSS) and his holder, José Antonio González Anaya, Doctor in Economics from Harvard University and expert in pensions and retirement:

1. The chronic problem of financing
2. The lack of uniformity in benefits
3. The limitations on pension funds
4. The problem of quality protection created "within" the IMSS
5. Poor infrastructure.

While González Anaya already participated in the reforms that were carried out Institute of Security and Social Services of State Workers (ISSSTE) , the IMSS represents a real challenge because of the huge budget deficit that has been dragging on for many years.

In addition, among the pending tasks, it is intended that the guidelines of the National Health Plan 2012-2018 include public policies for the treatment, prevention, reduction of incidence, promotion of survival, quality of life and research, as opposed to chronic degenerative diseases , As the Cancer and diabetes, as well as new strategies of action and prevention that address the serious problem of obesity among the Mexican population.

As indicated Armando Arredondo, researcher at the National Institute of Public Health of the Ministry of Health , "the next National Health Program 2013-2018 and the state health programs necessarily have, for diabetes, hypertension, cardiovascular diseases, kidney problems, cancer and mental health, to turn a scheme of a model of attention to one that promotes the behavior of being healthy ".

Reforms in health material will be necessary to sustain this model of care, so that both the owner of the IMSS as the president Enrique Peña Nieto , will promote a series of initiatives that will make the Institute an example in terms of restructuring social security.
