It is necessary to promote a public health system that gives priority to preventive medicine and that depends to a minimum on highly specialized medicine. The specialism is very expensive. "

Article IV of our Constitution mentions the right to health care as a Universal Right. However, article 123 establishes that they have the right to medical care offered by institutions such as Social Security, who have a paid job and are registered as workers of a company.
